No landline, but phone hooked up for Telus internet rings all the time. Why?

So I live in Vancouver, BC and get internet through Telus which is hooked up through a phone (as opposed to Shaw which is cable). All I pay for is internet. No landline. When you pick up the phone hooked up to the computer, there is no dial tone. It is not a working line. HOWEVER, it rings several times a day. When I pick it up sometimes there's someone on the other line, but for the most part there's usually no response. Why would this be happening?
