Interesting question.

Blu-ray is owned by Sony (who makes PlayStation). If they would sell permission to Microsoft, it wouldn't be cheap for them. Blu-ray is a big selling point for the PS3, so I would be surprised of Sony would allow Microsoft to have it in the XBOX 360.

Blu-Ray is not Sony's technology they are just the major force behind it. It is owned by a large group of companies. Sony does own the name though. But if Microsoft does decided to make a Blu-Ray drive for the Xbox 360 it will help Sony. Sony will then make money from the sales of the Microsoft's console too. Also Microsoft will not license the technology they will just have a company make the drive for them.
