Obama has even as much as publicly stated this. The reason they want bipartisan support revolves around a simple idea. If the plan fails they want to be able to paint Republicans as being on board with it. Rather than just a disaster fostered on the people by the Democrats alone. It amazes me how much Democrats are whining now about people expressing dissent for policy given their actions in this area over the last eight years.
