Ok a 1998 dodge dually truck?

why would the battery discharge water out the top think the voltage regulater built in the altnater is bad or what
 
Possibly an over filled electrolyte level or possibly over charged electrically. Test with a volt meter. While engine is running test battery for voltage. It should read no more than 14.5 volts absolute maximum

13.7 to 14.2 is normal 15 volts or higher is battery detonation (explosion) range.
 
two things will cause that to happen a bad battery or one that's over charging,if its the alternator you,ll notice it on your amp hand it will bury it if its working right,good luck.
