Opel astra ( H ) 1.6 16 V hatchback (2001) without power assisted steering?

My friend tells me that their version of Opel astra ( H ) 1.6 16 V hatchback (2001) doesn't have built in PAS. Is that possible? Were there some of these exact cars made without PAS? Do you know any of those?
