Royal Decree doesn't really harm this deck as it has a lot of destruction in it. Here's what I would do though-

-2 Machina Force
- Scrap Recycler
- Card Trooper
- Fissure

+ 2 Machina Peacekeeper
+ 2 Effect Veiler
+ 2 Seven Tools of the Bandit
+ Dimensional Prison (always run in 3s)

It makes it a 42 card deck but it runs better. It makes it 40 if you can't get Effect Veilers.
 
the deck is overall pretty good but one problem is you use 7 traps. Thanks to the September banned list Royal decree is back to 3. I would use less traps
