which one should i buy ... HTC TATTOO or BLACKBERRY BOLD 9000 ...
plz help i like the both but which one is better and why ?

If you prefer to have Windows on your phone then i would say HTC. But for obvious reasons i would say the Blackberry, I have one and it's very easy to use, and comes with great specialized functions. It's also a better phone in comparison with most HTC's.
 
Personally i'd say an android phone always trumps a blackberry, the appstore sees to that. Although i'd also add that you may want to hold off on the purchase a little if you are planning on going the android route. The HTC wildfire will be making an appearance in a month or so, which features far superior specs to that tattoo while still being in the same price range (at least to my knowledge)
