Problem with Toyota Avalon! Engine Overheat!?

I have Toyota Avalon car. Its model is 1996. The problem is the the engine is overheated. The radiator is good. The fans are working. the temp is normal while I'm driving. However, it starts to heat up while the car is on and I am not moving i.e. when I stuck in traffic jam or traffic light. Any suggestion?

replace anti-freeze/coolant. before you bash calm down they're the same thing sold in the same jug.
