Problems activating my new Verizon phone?

Ok, My mom and I were eligible for updates on September 21,2009. So we ordered our phones. Today, we tried to activate them and It said" Unable to activate/program your phone at this time...blahblahblah" I got far enough for it to say there is one last step, hangup, call again, and choose option 1. However, when I did so, I got that message.

What can I do to activate it. Or what is the problem. The phones were purchased from the verizon site.
-Our cycle ends September 26, and it is officially Sep. 27.
What is the problem?
could we owe money or something?

Usaully phones like that are messed up and something tht happened when you were calling them and their system messed up. If you talk to the company I'm sure they ill either let you exchange phones or fix the problem. If you need to contact them
