Problems with Dell Inspiron 1525 being locked?

My dell inspiron 1525 laptop is having problems. I am not good with computers at all so had a friend look at it; he says it shows as being locked. How do I unlock this? It was simply turn on and only showing "loading" screen but never actually load up. It's no longer under any warranty, so any help would be greatly appreciated!!
