question about my verizon enV bluetooth!!!! or just a blue tooth question??!!?

Hii, It doesn't let me connect with other peoples phones. I cant send stuff to other phones and I cant receive stuff. My bluetooth is turned on. Any Idea whats going on?? I just got this phone last month.
