Recording mp3 files, but need to edit them! HELP!?

I need something that is able to do all this for free:

"First off, can you do something about that reverb? Also, try lowering the input gain to about 0.2-0.5 db. Also, be sure to use noise removal. After the noise removal, apply the compressor effect using these settings: Threshold: -25, Noise floor -40, Ratio: 2:1, and make sure both boxes are checked. After compressing, apply the normalize effect on the audio with these settings: Normalize maximum amplitude to: -2db."

First off, I don't understand a thing they're trying to tell me! Second, I need to know how to do this ASAP! I'm recording with a computer mic that didn't come with any software. It's a Telex M-40 model and fairly old. I'm using Sound Recorder that was already downloaded on my laptop with Windows. It records it in WMA and I use Daniusoft MP3 WAV Converter to convert it to an mp3 file. I can use Realtek HD Audio Manager on my computer to change the settings somewhat. There are two boxes to check, one says Acoustic Echo Cancellation and the other says Voice enhancements. It also lets you change the db to 0.0, +12.0, +24.0, and +36.0.

The problem is, I don't understand any of this and I don't have long to find out! If someone could point me to either a better FREE sound recorder or a FREE mp3 file enhancer I'd be very much obliged! The recordings NEED to be great quality because I'm using them to voice audition, and if I get cast, to record lines. Thank you in advance!
