Renewing a rogers contract? Help please!?

I'm 1 year into a 3 year contract with rogers. I really want to upgrade to the iPhone 4, however I don't have 700 to pay for it. If I were to renew my contract, would the price be cheaper? And do I need to pay more for a data plan (I'm on a voice plan)

HELP PLEASE!!!
