Restaurant Empire: How do I stop customers from complaining about wait times?

Do I have too many tables? Too few chefs? I always have the max in serving staff. The stupid game gave me one scenario where like 5 chefs wanted to join me, but I didn’t need that many, what I didn’t know is I’d have to open up two new huge restaurants…grrr.
