retail zip code survey?

one month each year we are required to ask customers for their zip code so that we know what local newspapers to advertise in. someone tried telling me that it is illegal to ask for this information.

i thought that was kind of crazy since everyone living within 50 miles all share one of about 4 zip codes. are there really any restrictions? or is this person just paranoid?

There was a case in the state of CA where it was deemed illegal by the courts.
However it has not been made illegal in any other state as far as I know.

Plus it is NOT illegal to ask, only to insist on the zip. If a person wants to give it willingly it is OK.
