Roadrunner internet help!!?

Ok so on my bill it says I'm getting roadrunner turbo with means I should be getting 15mbps but on speedtest.net and other sites tell me I'm getting 10mbps download and 1mbps upload I already called time warner cable and they said they fitted the problem but on the speedtest sites still say I'm getting 10mbps download speed and 1.5 download speed only my upload speed has increase but not my download why? and what should I do to solve this?
I'm directly connected to the modem
 
that is not a guarantee. that's why they word it as "UP TO' so much.

it all depends on your area:
1) how many other RR customers are in your area?
2) How close are you to the server site?
