rogers phone with cingular network?

I stay in the u.s. and i just bought a phone from ebay saying that it was a roger's phone and it is locked. Is there anyway I can unlock it to use it with my cingular network? Please help.
 
IF you were in md i could help you. Try going to the mall, they might do it there although its kind of an under the table thing and they charge anywhere from 30 to 60 bucks
