Saints Row Rim Job (360)?

I want to get my FBI car "Pimped Out" so i go to Rim Jobs. But I cant Do anything to it? Is That the Place to go? If not where do i go. If it is, how do i get it customized

There Are Certain Cars You Can't
"pimp up", the FBI car or any Law Enforcement
Vehicle Can't Be "pimped up".
