i've just bought a campervan it hasn't been started for 3 years would it damage the engine if i put a new battery in and tried to start it ? ... it also needs a new fuel pipe and a service any info on any of this would be really appreciated . thanks

I'd be inclined to put a squirt of WD40 & a bit of oil into the cylinders through the spark plug holes first, change the oil & make sure the engine turns freely with the plugs out first. It would be wise to replace any fuel lines & drain & clean the carb too. Poorly maintained air cooled VeeDubs tend to be a bit of a fire hazard. A sticking float or perished pipe could see it go up in flames.
