Should I introduce my characters and tensions first, or should I start

right off with the story? I have a slew of characters in my story, who all are very vital to the plot- my characters chance meetings with them are just that- CHANCE. She's a maid in a household, and she accidentally meets the royal children, and falls in love with one of the princes. They all become friends after a while, and I am wondering if I should show how she meets them all first, or start off with my plot.
