Should i TALK to him in person?

There's a guy who has been staring and asking questions from a friend about me for some time. So I decided to send him a fb message together with my number. He did not reply after a few weeks. I've never talked to him before,not even smiled. So he probably think its weird that I sent a message and that he isn't interested. Or hopefully just shy. I kept worrying whether what I did might creep him out. He also kinda ignores me recently. I feel so embarrassed now and I kept avoiding him nowadays because of that. However I feel like clearing the air by going up to him and talking it out. I don't want to pretend like nothing happened so I'm planning on asking if he got my message and apologising if it made him uncomfortable,etc. I know I made a fool out of myself but I don't want to sweep it under the rug and kept avoiding him. I also want to in a way break the ice.. Regardless of whether or not he likes me. I tried ignoring but it doesn't seem to work. Do u think I should go up and talk to him about it?
