Yes...if you're a rookie your salary should be limited, only getting an increase as your play and understand of the playbook of that particular team increases.

...than a million? until they have actually done something on the field and in practice?
If a guy can't produce because he isn't good enough, so be it, but to be that lazy and apathetic is pathetic. I can't believe he doesn't have more self respect than that.
 
That will most likely happen, as it's a major bone of contention between the Owners and Agents. With the new Collective Bargaining Agreement looming, and potential lockout in 2011, a Rookie Salary Cap will be major news this time next year.
 
Absolutely! I don't think any college player should demand that kind of money with never playing a down in the NFL. Maybe sign the contract to where there is a first year cap with a clause and after you prove yourself, you can negotiate for a higher contract.
 
If the NFL is stupid enough to institute it (and Roger Goodell is), look for lots and lots of lawsuits to grill their asss in the years to follow.
