sick fish...broken tail?

So my fish (an oranda....fancy goldfish) is having trouble staying at the bottom of the tank, where he usually likes to be. He can swim pretty well, but as soon as he starts slowing down or going to the bottom of the tank where he likes to sleep, he is having trouble staying at the bottom. When he does finally settle with saying at the top he starts turning sideways! It's alot of effort for him to just be able to stay straight... It's horrible, and I hate seeing my fish going through all this pain.
I had another oranda 5 or some years ago and he was having the same trouble, and it was suggested that he had a broken tail? and that I give him "Melafix" Antibacterial Fish Remedy. It worked then and it seems like the same symptoms, but I really want to make sure i'm doing the most I can for my fish!
Is it possible that it's a swim bladder problem, should I give him some frozen peas?
Any other suggestions....?
He's eating fine, and is as active as usual...but I know something is wrong for sure.
Any suggestions on what I should do or give him?
