...steer a shallow George W. Bush? I still marvel at the way Dick Cheney weaseled his way into power by claiming to be unable to find a person suitable to be George W's vice presidential running mate and then announcing that he was available.

Cheney and Rumsfeld have been a "package deal" going way back.

This was their third and likely last helping in power and I think they realized this and deliberately controlled and manipulated things in such a way that they ended up steering a lot of the policies that would have otherwise been determined and finalized by a more competent chief executive.

Every weakness, uncertainty, and shortcoming by George W. was converted into an opportunity for them to assume executive power.

Cheney and Rumsfeld had both been chief executives in the private sector after their last appointments in the George H. W. Bush Administration.

Their crafty executive skills had almost free reign.
