Sister has temper and back talking problem. What can my family do to stop it?

My sister has this really bad temper and back talking problem. She is 10 years old and we've tried everything. This new personality started around two years ago. We've been close to sending her to boot camp but we didn't. I suspect it's her friends that are giving her this bad influence. What can my family do (dad, stepmom, brother-9-, brother-2-) to help my sister stop acting like this?
 
I would talk to her about it. Try to get her in w/ new friends. try togive her consequences. If you give her the right kind, she'll learn to stop, or suffer...hopefully. as long as you still show her love so she doesnt perceive hate.
 
My little brother does the same thing I just think your sis will grow out of it but my brother is still going through it.
