sisters dog died - sad?

my sisters dog died today in the vet clinic. my mom took the dog into the clinic to see what was wrong with her because she was puking up blood and pooping blood. they tested her for that bad disease or any disease and the vets said she didnt have it. but the catch is the vet said is "the dog must of ate something". all they did was testing and they didnt try to help her. Can my sister charge her because they gave us a big vet bill for just a check up and resulting in a dead dog?
