Skoda Felicia headlight problem?

My partner owns a Skoda Felicia...(I know...it's a Skoda!) which has recently developed a problem with the dipped beams. The side lights and full beams are fine, but when you turn the dipped beams on it's barely enough to light up your hand (placed at 1m away). We've also noticed that the indicators have suddenly become very bright.

I've checked the fuses and they are all fine. It's not the relays, as only 2 of the relays control lights (these being rear fog lights).

Could this be an earthing problem or something else?
 
Bad ground to the lowbeams somewhere and giving the rest of your lights more power rather than where it belongs.
