Smartphone or PDA plans?

I was looking at buying a smartphone or pda but I didn't want to buy the special plans that go with it, I was wondering if I could just use a regular verizon plan, use the phone as if it is a regular phone. I only want to do this because I don't want to pay that much money for the special plans that come with the phones but I love some of the phones. Is there any way I can do this?
