Smartphone Suggestions?

Hey guys,

I'm planning to buy my very first smartphone soon so I've been doing a little bit of research over the Net about them. I found out that most, if not all, of them possess the same characteristics and vary only in the quality (type of OS, no. of camera megapixels, etc). So far, here are the (only) specs I want in a phone:
> OS: Android
> Camera must be superb or at least acceptable so flash is a must
> Can play video files (3gp, mp4, wmv, avi...)
> Maximum budget is PHP18,000 equivalent to approximately US $420

Actually, I have my eyes set on LG Optimus Black, but I'm also open to other options. If you're an owner of LG Optimus Black, do you recommend it? What other phones can I check out?
