Some leaves of water wisteria are becoming transparent?

What does this mean? the plants are in a 20 gallon low light tank(No co2, on a weekly basis I add liquid fertilizer) There is a slight brown algae issue but does that have to do with why the leaves are becoming transparent? (not ALL the leaves just a few)
