someone hit my neighbors car HELP?

my neighbor went away for vacation and asked if i could watch things for him. (mail,car, etc.) i was outside and i saw someone lose control and hit his car. i went over and asked for thier number and name and they gave it to me, i also got thier plate number. i called and the number was fake. my neighbor is gone for 3 months what can i do so these people dont get away. the police said not to file a report since it wasnt my car.
