Stan Rogers lyric question - What is a "congie/conscie"? ?

I'm a big fan of the late Stan Rogers and i've been wondering about a term he uses in the song "Harris and the mare".

He sings something like this: "I was a congie in the war, crying what the hell's this for".

Could someone explain to me what a congie is? (It sounds like "congie" to me but according to an online lyrics database it's spelled "conscie" - neither of these words are familiar to me, i'm not a native speaker of english). Thank you in advance!
 
It refers to conscientious objector, an "individual who has claimed the right to refuse to perform military service on the grounds of freedom of thought, conscience, and/or religion." (Wikipedia)
