Stop data usage on iPhone but still have 3G network running?

I just got an iPhone but the stupid thing keeps charging my credit when I don't even use the net on my phone. I've tried turning off 'DATA ROAMING' but that doesn't help (when I check my balance I always have at least $1 less).

And also does turning off 3G affect my calls and the sound quality?
