It will start sinking as the fresh water is less dense than the ocean water.

the answer is C
 
I'm sure that you don't care about the reasoning for the answer, but just in case you do... Archimedes principle states that the buoyant force of water is equal to the weight of the water displaced by the object in the water. Since salt water is more dense than fresh water, the moment the submarine crosses over from salt water to fresh water, the buoyant force decreases so the sub will sink. Answer is (c).
