Why or why not? This is for a debate for college. I need some statistical data and opinions. Thank you.
 
yes they should, but this could open a can of worms to allow people to be tested in some way. You were born free, way too many laws, no drugs, no speeding in cars. Welfare recipients should work for the government in some way or form, from picking up rubbish on road side etc. there is always cleaning up after humans.
