T-mobile Dash Use?

Iam i able to use the T-mobile dash even though it's not connected to a network or if I dont have a sim card.
I mean am i able to use the wifi and windows mobile if the phone is unlocked without a network connected or a sim card?
or am I able to use it without a sim card and network connected?
is there any possible way?
 
If you don't have a sim card in the phone than you can just use the wifi and the windows mobile (e.g. all the applications) but can't call or receive calls...
