A to-go phone is a prepaid phone. If you buy a regular phone you normally sign up for a contract and are bound by it. This is a benefit to the cell phone company, as they make money off your monthly fees. Whereas with a prepaid phone, there is no guarantee to the company of the length of time you will continue service.

The low prices of the regular cell phones is there to attract customers to sign up for a contract so they can get their new phone at a cheaper price than retail.
