teacup chihuahua pees on his clothes?

i recently was given a chihuahua because the previous owner couldnt afford to raise him anymore (he was abandoned by several owners...poor thing!).
I decided to put dog clothes his size on him, but when he pees, the pee sprays on his shirt. It's so nasty... well, I don't want to put it this way, but lets be straightforward -my dog has a big weiner, and any shirt will get peed on.

anyone who owns a chihuahua faced the same problem? what can i do? this is a cold season...
oh, what does neutering do though? he's starting to hump my 6month shihtzu who recently had her first period D:
i dont know what to do...should i do something?

You can get a shirt or jacket the strapes or huges the dogs body so the clothes dont hang down when he pees.
