Now, the change will not affect me, because I have a data plan. It states that.

However, regardless of whether or not the change affects me, do I still have the right to dispute/cancel (based on the material adverse clause)? I COULD in the future always remove the data plan, in which case I'd have to pay this new increased rate. I think that's grounds for a dispute.

The Clause states that there is a 30-day window after the date (April 11) to cancel a contract with a cell provider if they change the rates without notifying you with 30-days advance notice.

It's less than 30 days until April 11 (the day this will happen). I have not received any notice.
 
I feel bad for you Canadians when it comes to cellular service. Out of curiosity I checked out cell phone prices in Canada and I couldn't believe you guys pay so much and get so little.
