Telus Pay and Talk? Any Phone?

For Telus Pay and Talk Plan do you need to have one of their cell phones for the plan? Because i want to buy a cell phone on ebay that i like and i want Telus Pay and Talk Plan for that phone.

If not, do u know a carrier that allows you to use any cell phone no matter where u brought it from for a Pay As You Go plan?
 
Rogers has no problem with you using other phones than what they sell in their store. Telus will not allow any different phones either than the ones they sell. Good luck!
