the panel vents on my mercury mystique wont work( when the heats is on)?

i thought my heater was broke but it turned out that the vents on the panel aren't working and i was wondering if it could be the blower motor or something stuck in the pipes or filter or something because you can hear it from the outside trying to suck air in but the vents put out little to no air. however when i use my defroster the heats works good.
