The starter on my Toyota Corolla is stuck, is it the starter or the ignition switch?

I have a 1999 toyota corolla. About 2 months ago, when I would turn the key to start the car it wouldn't do anything. I would have to turn it to the off position and then back on a couple of times until it finally started. The problem had gotten worse and then finally the car just died while I was driving. The car was completely dead and when I went to jump the car, we noticed that the car kept trying to turn over even though we weren't turning the ignition. We finally had to disconnect the wire from the starter to be able to charge the battery to put the car in gear to move it. Does anyone have any idea if this is the starter or the ignition switch?
