There was a funny song in 80s or 90s by a woman i can't remember?!?

All i remember was it was done to the tune of another song of which i also cant remember, the woman (i think) sounded a bit like joanna lumley and went on about polution, the ozone layer, tv, woman next door etc... its been driving me nuts for years!!!!!
No wasn't either of them. it was more spoken then sung i think and got faster toward the end. I taped it from radio 1 many years ago but can't find the tape. Possibly in the charts.It would be late 80s or early 90s.

I can't think of a woman who did songs to the tune of others. That sounds like it would be a parody. I could see maybe Julie Brown doing something like that. Are you sure it wasn't Weird Al doing a song in some bizarre voice? Can you remember anything else at all? Was there a video? Was this big in the US or UK and how big?
