Time Warner Internet Customers who use BitTorrent.?

I've been running into an ongoing problem that I wanted to see if anyone else is having. I use BitTorrent (save the arguments if you're against programs like this), and I've noticed that whenever I open the program, my connection drops. A friend from another state who uses Cox Cable, who also uses the program, who had the same problem. Anyone know anything about this?
 
I'm not a Time Warner customer and I have never used bit torrent but I suspect that your ISP is trying to stop you downloading big files. Although they say "no download limit", the reality is that if you are downloading too many large files they will clamp down.
