tmobile 100 minutes for 39$ is this digital or the global signal?

i have currently have 600 anytime mins for 39$ plus tax att month to month, my contract expired, is the tmobile signal any good or does anyone have suggestions for a good 39$ plan
1000 mins for 39$ not 100 mins sry
