My 1999 Toyota Camry is letting snow in from hood when heat is turned on. I think a vent is broken, which is letting the snow and cold air come in. What needs to be replaced to fix this? Also, Do I need a mechanic to do this, or can I?

you sure not a Snow's man blow snow in you car? just joking!
sound like your thermostat stuck or heater valve not working, start the car let it run till it reach normal temp ( temp gage should be in the middle) open the hood up check two heater hose go to the in wall to see if the hoses are warm should be same fell when you touch radiator hose, if it not possibly you heater core are clogged or thermostat stuck i suggest replace thermostat first ( about $7)before heater core.
