Ughhh... Newbie on the make-up thing help?

I'm going into freshman year next week and I have just decided to start wearing make-up and it's a lot more complicated than I thought it would be. My eyelids are really tiny so when I put eyeliner on it looks like eyeshadow on me. I want to find brands and shades and whatever make up that will work for me: long brown straight hair with sidebangs. Brown eyes. Not pale but really tan skin.
