USA iPhone 4g works in UAE ( Emirates)?

my uncle lives overseas in UAE (emirates) and he wants an iPhone 4g, but it will not be released there til end of september and i was wondering if I buy an unlocked iPhone 4g from the US and send it to him will he be able to use it? or is there a difference in the way the phone works (like the signals/wireless cell companies there and stuff) ??
