USB Bluetooth Adapter ivt bluesoleil?

I have a usb bluetooth , im running windows vista, the other day i installed , works perfectly, but then i uninstalled, and now i want to installed again and says fully instaled and restar the computer, i do it, and i already put the usb adapter bluetooth but in my screen the bluetooth icon is turned off and says please insert USB adapter.
What can i do?
