vat back on amazon marketplace goods?

can a business claim back VAT from a transaction on amazon marketplace.....

provided the transaction is in the same country ie bought in uk from amazon marketplace uk...

irregardless whether the seller is a business or private individual (or do you need to register in some way anyway to sell on amazon?)..
